The PLA will continue to upgrade its military not to reach parity with US forces.It wants to have sufficiency to make sure the US doesn't escape unscathed or suffers minimal damage. The aim is to make sure the US understands it will suffer intolerable damage and destruction commensurate with the damage it inflicts on China.
